 Lotteries have been used by countries to raise funds at the time of emergencies such as war or famine. Lotteries are an invaluable source of funds for governments which are facing a resource crunch. Lotteries have been used by both the US and the UK to finance their war efforts in the past.

 

After the war eruption in the month of August’1914 the lots of lottery game, both illegal and legal, increased and flourished as citizens hunted to raise funds for the purpose of military effort. The police force inclined not to file a legal action against these lottery game operators as they suspected that courts would not impose any penalty or punishments, particularly against the women who were running and organizing humanitarian markets to raise fund for the families of dead soldiers. Russell gave the supporters every deliberation, double sanctioning a deferment of the raffle date after the ticket sales were sluggish by the influenza epidemic.

 

Heart Strings

 After absconding for six months the National Lottery would make a comeback with a bumper prize of R15m, newly appointee lotto operator Gidani said on last Friday.

 

Voucher for the first draw which would come to pass on October 13, would go on sale at 7 000 vendors throughout the country from next week onwards, Friday, October 5.

 

Looking at the past, punters would be able to acquire tickets for the Lotto and Lotto Plus draw as well as the Wina Manje scratches card games and sports instruction take games.

 

"Lotto is back," said a smiling Gidani chairperson and chief executive Bongani Khumalo in making the statement on Friday. Ticket prices will remain unaffected with a lotto ticket selling for R2.50 and a supplementary R1 for the lotto plus draw.

 

Khumalo also announce that Gidani would give 34% of its revenue to the National Lottery Distribution Trust Fund for distribution to worthy causes.

Gidani was named as the new National Lottery operator by Trade and Industry Minister Mandisi Mpahlwa.

Similarly people holding valid winning scratch cards could also claim their prices.

But the tossing of coins has remained a simple way to draw lot, make a decision or win money. Hotel bar patrons, their judgment clouded, toss coins against each other or the host. This time the farmer won. He is still milking cows and, occasionally, tossing coins. The downside of such reliance on chance is that losers can quickly become aggrieved. In September 1992 one Aucklander complained about losing $6,000 on the toss of coins. The judge considered that the complainant was, at least in part, the author of his own misfortune but nevertheless fined his opponent $700 for illegal gaming. The latter, of course, was still well ahead.

 

These players were working men, the group whose gambling predilections have been dominant since the earliest days of European settlement. Long hours of work-often in isolation-high wages, the lack of a saving ethos and the desire for gregarious and noisy forms of entertainment, all led to prodigious levels of drinking and gambling, especially where there were few alternative attractions. In public works camps, gambling was an institution. At early dam sites men bet on cards, dice, two-up and with local bookmakers, despite the presence sometimes of YMCAs which tried to organize more wholesome recreation. In the 1950S Mangakino was a frontier hydro settlement of 2,000 mostly single men, where drunkenness, gambling and prostitution were rife. Some inhabitants became gambling addicts, and unpaid debts led to instances of personal violence and property damage. Eventually local men organized a committee that limited the weekend two-up rings and all-night crown-and-anchor and card schools. This was common practice; such communities were self-regulating. Police raids from out of town tended to follow complaints. After a report that large sums of money were changing hands nightly (one worker claimed to have lost $900 in one two-up session), Upper Hutt police raided the Mangaroa tunnellers' camp in May 1954 to find men gambling in the shower room. Justices of the peace lectured the men in court about earning their money like 'horses' and spending it like 'asses'.

 

As the agricultural economy boomed after the war, freezing works flourished. New plants were built; others expanded. Many more men were employed. Overtime was available and eagerly sought. Huge pay-packets burned holes in men's pockets. The Horotiu works near Hamilton was typical. Its laboring men recreated in a sub-culture that was pervaded by gambling. For decades these workers had their bookies working alongside them; there was at least one in every department, sometimes two. Men played euchre and poker for £1 a point, or more. Crib, too, was common, played for 5d a point, expensive enough in a high-scoring game. Crown and-anchor was played on the premises and in the local rugby league club, often in tandem with the showing of pornographic movies as a fundraising venture.

 

 

 

Two-up was keenly contested. Desultory police raids saw players scatter in all directions, but the professional organizers were rarely caught. Losses could be excessive, particularly on pay-day. Douglas Gordon, who worked at Horotiu as a university student during the 1960s, observed unopened pay packets, refrigerators, cars and even a house changing hands. He was incredulous.
