The most unfortunate outcome of these situations is the week worth of work lost to the crew. This is only likely to increase crime in the high seas, as it is becoming obvious to even the best and hardest working employees that working for a living simply doesn’t pay off the same way as joining the bandits of the high seas does. Many crew members have switched sides during their time under a captive watch because the companies they work for have refused to pay them for the time they would spend trying to protect the ship and the materials from near disaster.

Nevertheless, the minister of the Supreme Court of Justice Vyacheslav Lebedev thinks that the Russian laws should become more liberal as to help the prisons to be less overcrowded.
The government suggested to limit the number of the imprisoned people and to turn some punishments from imprisonment to fines or other alternative methods.
Classification of criminals
The classification of criminals - is the distribution of their teams, based on certain criteria. The identity of the offender is different from the person not a criminal public danger. The nature of the public depends on the motivation direction of criminal conduct. The degree of public danger personality changes depending on the persistence and depth of the focus.
It is therefore crucial to the classification of offenders on two criteria:
* the nature and content of motivation;
* the depth and persistence of crime focus.
The nature and content of the motivation, the following major groups of criminals:
* With a negative, disparaging attitude towards the human person, the most important benefits: the life, health, physical integrity (violent type of person);
* To gain focus (self-type);
* To deliberately neglect their civil and professional responsibilities;
* A lightly-irresponsible and negligent attitude to the requirements and responsibilities (reckless criminals)
* Based on the absolute priority of its own (as well as relatives and friends) needs;
* Based on the need to meet the basic necessities of life.
* Persons who have committed crimes for the first time as a result of a coincidence, and in contradiction with the common feature of all the preceding behavior (random criminals);
